Yes — that's the whole point. You don't need any prior Japanese company or history. We act as the inviting organization and take on the sponsorship, so a band with no Japanese ties can still tour legally.
Maybe not for sponsorship, if your promoter is willing and able to file the COE. If they're not (many aren't set up for it), our Visa Only service handles the filing while they handle the shows.
